POSITION TITLE: Project Manager LOCATION: Beijing, P.R. China REPORT TO: Chief Operation Officer COMPANY: This is a newly set-up transpacific property development company, invested by the U.S. property investment fund. Its China head office locates in Beijing. With its 1st residential development project in Tongzhou, Beijing, the company foresee a systematic set-up of 6,000 residential units in 2003-04 and with a multiple number development plan. The company proposed to invest at least US$60-80 million in each of the invested project. BACKGROUND: With the company’s current project starting to get into civil engineering & construction stage, the company has an immediate recruitment need for a Project Manager. JOB PURPOSE: To provide management oversight on all phases of the construction project, including coordinating contractors and sub-contractors, and ensuring the specifications are being followed and works are proceeding on schedule and within budget. RESPONSIBILITIES: The incumbent’s job nature and scope of responsibilities will be: 1. Overall responsibilities on project management of the property development plan i.e. overall time schedule, approved budget, design descriptions, drawings and specifications, quality requirements, in order to propose the following to the company management: l Design goals and targets l Detailed planning and time schedules l Project Management l Project Progress l Budget and quality control and report procedures l Resources Requirements 2. Develops a cost effective plan and schedule for completion of project following a logical pattern for utilization of resources; 3. Selects and coordinates work of contractors and sub-contractors working on various phases of the projects; 4. Oversees performance of all trade contractors and reviews architectural and engineering drawings to make sure that all specifications and regulations are being followed; 5. Proper administration of coordination with government authorities in obtaining all necessary permits and licenses; 6. Tracks and controls construction schedule and associated costs to achieve completion of the project within the time and budget schedule; 7. Project inspection and necessary modifications and arrangements. 8. Identifies risks, potential risks and problems related to time or budget over-runs or quality non-compliance in a timely matter and reports them immediately to Chief Operation Officer 9. Establishes and implements standards and procedures for project progress (time and budget) reporting and documentation, ensuring all required technical and project documentation is obtained and completed at all times. 10. Monitors on a daily basis, the construction site and all ongoing activities, the construction and installation contractors and staff’s performance, quality, technical adequacy, health & safety practices and general behaviour; 11. Verifies whether all required procedures, such as related to Quality Assurance & Control, Health & Safety are properly applied, takes corrective action when and where required; 12. Provides necessary feedback to the Company of construction and project experiences which could be beneficial for any similar future projects. QUALIFICATIONS: l Graduate Civil Engineering & Architects or Construction Management; l 5 years or above of experience in supervising construction projects; l Ability to work under pressure and coordinate numerous activities and groups of people who need to cooperate to achieve maximum efficiency; l Good English communication skills (both oral and written); l Project Management certification is definite an advantage.
