Often the time, IT departments are just taking tasks or requirements from management or business departments and they just blindly follows what URS(User requirement specification) covers. This reactive behavior results in misunderstanding between IT geeks and business people, to make things even worse, IT geeks are using a totally different language compared to those money-minded people. This could be one root cause of why IT projects fail mostly, really, it's not because of technology difficulties, not because of weak project management skills, not because of IT people's arrogence.
