How can PM manage a project only cost 20% his/her workload, if it is just a tiny, simply and stable project. How can proposal leader just follow "process" without understanding if the solution is comfortable for delivery, if it is in my department. I worked here nearly for 3 years, and I am really not surprised about it. I also understand project manager is a person who dance on edge in this Time.
As our discussion with the proposal PM yesterday, he would invite the TA and we should have another call to review the statement of work and customer requirement. I began to write down my comment on the statement of work and customer requirement to list what I did not understand and what risk I can identify. I also had a comment on risk mitigation, proposed term/statement change. I did it for my review with them the next day.
After a while, yes, it was the moment I was busy on my comment, some mail flew on. The proposal PM sent me an email to say, for some questions I asked in the call just now, it will be somebody and somebody to answer. "Please go to ask him", he said. The TA also sent a mail to emphasize that the budget(20% workload) is provided by my manager and confirmed by him. "What is the problem of you?" He asked. God, he did not have time to join the conference but he had time to argue the low workload estimation is confirmed by manager! I need to reply and seriously state my oppinion at this moment, or the deer would really turn into horse. A short mail is sent by to said, that I did not ask the story about this 20% workload budget. I even do not care about it at this time, my purpose is just to understand the statement of work and customer requirement. You, the proposal PM and TA, you should come to review them with me for my understanding and be sure my comfortable for leading the delivery. I also state the situation that proposal PM can not understand the customer requirement and can not review with me about it. It is TA's work to write down the requirement and statement of work. We halted in the call for TA's absence. I also emphasize I will not go to other guys, cause the proposal leader are you. It is harmful to be angry with their way to work, I deserved so much. My purpose is simple and easy, to understand the work and know how customer requirement. Their writting down is really bad bad to learn the situation. I had a lot of comment on their writting statement of work and customer requirement. I did not think they are quality one for the service business. I wonder the measurement of their work, though I was not surprised about it.
This time, TA kicked the ball off to proposal PM and ask "who says I wrote the requirement and work statement?". The proposal PM sent me another email to clarify that the requirement "might" be wrriten by TA and the work statement is wrritten by somebody. My God, how company pay them!
I tried to be patient to send another mail and re-stated my request. It is right for my to ask question and their responsibility to work with me, the execution PM to review these document.

I will not go to anybody else!I think the right approach is, to understand customer requirement, to do the proposal according to requirement, estimate the budget. How can you do the proposal without understanding the requirement, how can you approve the budget without doing the work statement. You should already understand it for comfortable delivery before your approval. I wonder the logic of their communication. And I can also understand they are droped or pulled in this deal without their personal desire. May they are not happy by their manager's assignment and the way sales pushing so much. But they need to act professional to had a good solution for execution. I do not like some hide the risk and just kick the ball. After sending this mail, I decided that I will not say it again, cause there is no meaning to argue it anymore. I had stated my oppinion, my request, I also attached my comments to work statement and requirement. To be a project manager, I had my concern documented and clear raise my reasonable and neccesary request. If the ball is till kicking by somebody, I am too tired to keep my peace. I would also decide not escalate to high level cause all the managers were in my copy list. It is the habbit to "reply all" in my organization.
